TTRC initiated its work with a low-cost housing program in 1997. A study conducted by TTRC with the support of OPP-RTI, analyzed that houses in low income settlements were constructed with lack of technical knowledge.

Orientation of the house was not considered a priority at the time of construction causing ventilation issues; which resulted in an unhealthy environment and skin and eye diseases. The foundation of the houses was not strong enough due to improper dimensions, proportions and substandard materials.
